The Fostoria Board of Education met for a regular meeting at 6:34 p.m. on Tuesday, August 16, 2016 at the Fostoria Junior/Senior High School.

The meeting was called to order by President Dr. Thomas Guernsey with the following members present: T. Grine, Ms. Stannard, Mr. Thompson, and Dr. Guernsey.

Mr. P. Grine was absent.

Ms. Stannard moved to approve the following Treasurer recommendations:

A. Approval of the minutes of the following Board of Education meetings:

1) Work Session of July 12, 2016
2) Regular Meeting of July 19, 2016

B. Approval of the following Financial Statements for July 2016 as submitted:

1) Cash Reconciliation
2) All Checks Report
3) FINSUM Report
4) July Report on General Fund
C. Approve the substitute/miscellaneous employee rates for the 2016-2017 school year as presented.

D. Authorize the Treasurer to advertise for bids for a 2017 model, or newer, 78 passenger school bus.

E. Approve the annual renewal of the OSBA Policy Development Quarterly (PDQ) e-newsletter.

F. Authorize the Treasurer to transfer cash balances from dormant funds as follows:

MOTION NO. 16-099 CAREER-TECHNICAL EDUCATION WAIVER
Mr. Thompson moved to approve the resolution of intent not to provide career-technical education in grades 7 and 8.

Resolution No. 16-08

RESOLUTION OF INTENT NOT TO PROVIDE CAREER-TECHNICAL EDUCATION IN GRADES 7 AND 8

WHEREAS, Ohio Revised Code Section 3313.90(A) requires each city, local, and exempted village school district to provide for students in grades seven through twelve career-technical education by means of establishing and maintaining a program, by being a member of a joint vocational school district (JVSD), or by contracting with a JVSD or another school district; and
WHEREAS, division (B) of Section 3313.90 provides that a board of education may adopt a resolution not to provide career-technical education to students enrolled in both grades seven and eight and will receive a waiver from the Ohio Department of Education so long as said resolution is filed by September 30 of that particular school year;
NOW THEREFORE BE IT, AND IT IS, HEREBY RESOLVED that, while the Fostoria City Schools Board of Education recognizes the importance of providing adequate training for students to enter their selected occupations, the Board hereby adopts this resolution notifying the Ohio Department of Education of its intent not to offer career-technical education for students enrolled in grades seven and eight during the 2016-2017 school year; and
BE IT FURTHER RESOLVED that, the Fostoria City Schools Board of Education respectfully requests that the Ohio Department of Education issue the waiver required by Ohio Revised Code Section 3313.90(B) and
BE IT FURTHER RESOLVED that, the Superintendent is hereby directed to certify and submit the waiver request to the Ohio Department of Education electronically at the earliest opportunity so as to ensure its receipt by the Department on a date which is in no event later than the 30th day of September, 2016.

Ms. Stannard seconded the motion and on roll call the vote was: Mr. Thompson, aye; Ms. Stannard, aye; Mr. P. Grine, aye; Mr. T. Grine, aye; and Dr. Guernsey, aye. The President declared the motion passed.

At 7:31 p.m. the Board members left Executive session. The President declared the Board back in session.

There being no further business, Mr. Thompson moved to adjourn the meeting at 7:56 p.m.
