2017-10-20 - Board Minutes

The Fostoria Board of Education met for a regular meeting at 4:06 p.m. on Friday, October 20, 2017 at the Fostoria Junior/Senior High School.

The meeting was called to order by President Dr. Guernsey with the following members present Mr. P. Grine, Mr. T. Grine, Ms. Stannard, Mr. Thompson, and Dr. Guernsey.

MOTION NO. 17-126 TREASURER RECOMMENDATIONS:
Ms. Stannard moved to approve the following Treasurer recommendations:

A. Approval of the minutes of the following Board of Education meetings:

(1) Work Session of September 8, 2017
(2) Regular Board Meeting of September 15, 2017

B. Approval of the following Financial Statements for September 2017 as submitted:

(1) Cash Reconciliation
(2) All Checks Report
(3) FINSUM (Financial Summary)
(4) General Fund Report
(5) Appropriations Summary

C. Motion to thank and accept the $5,000 grant from Micah Hyde to the Athletic Department.

D. Approve the Memorandum of Understanding between the Fostoria Education and the Fostoria Board of Education as submitted.

E. Approve the three-year agreement with Kennedy Cottrell Richards, LLC to perform services related to the Medicaid School Program and the related cost report.

F. Approve the establishment of a student activity account for the Class of 2021 (200-9021)

G. Approve the 2017-2018 Statement of Purpose and Activity Budget for the class of 2021 (200-9021) and Jr. High Yearbook (200-9681)

H. Approve the five-year forecast and assumptions for FY18-22 as submitted.

Mr. T. Grine seconded the motion and on roll call the vote was: Ms. Stannard, aye; Mr. T. Grine, aye; Mr. P. Grine, aye; Mr. Thompson, aye; and Dr. Guernsey, aye. The President declared the motion passed.

MOTION NO. 17-127 SUPERINTENDENT RECOMMENDATIONS:
Ms. Stannard moved to approve the following Superintendent recommendations:

MOTION NO. 17-128 ENVIRONMENTAL CONSULTING SERVICES
Mr. Thompson moved to approve the Cost Proposal for Environmental Consulting Services for the Fostoria City Schools – OFCC Demolition Project from Brumbaugh-Herrick, Inc., Monclova, OH.

Mr. T. Grine seconded the motion and on roll call the vote was: Mr. Thompson, aye; Mr. T. Grine, aye; Mr. P. Grine, aye; Ms. Stannard, aye; and Dr. Guernsey, aye. The President declared the motion passed.

MOTION NO. 17-129 BAND TRIP
Mr. T. Grine moved to approve the FJSHS Band students’ field trip to Gatlinburg/Knoxville, TN, April 25-27, 2019, to attend the Smokey Mountain Music Festival, University of Tennessee workshop and Dixie Stampede.

Mr. P. Grine seconded the motion and on roll call the vote was: Mr. T. Grine, aye; Mr. P. Grine, aye; Ms. Stannard, aye; Mr. Thompson, aye; and Dr. Guernsey, aye. The President declared the motion passed.

MOTION NO. 17-130 COOPERATIVE SERVICES AGREEMENT
Ms. Stannard moved to approve the 2017-2018 Cooperative Services Agreement between Fostoria City Schools and the Wood County Educational Service Center for the ED and MD Programs.

Mr. Thompson seconded the motion and on roll call the vote was: Ms. Stannard, aye; Mr. Thompson, aye; Mr. P. Grine, aye; Mr. T. Grine, aye; and Dr. Guernsey, aye. The President declared the motion passed.

MOTION NO 17-131 BOE BYLAW #113
Mr. T. Grine moved to revise the official address (BOE Bylaw #113) for the Fostoria City Schools Board of Education to 1001 Park Avenue, Fostoria, OH 44830.

Mr. P. Grine seconded the motion and on roll call the vote was: Mr. T. Grine, aye; Mr. P. Grine, aye; Ms. Stannard, aye; Mr. Thompson, aye; and Dr. Guernsey, aye. The President declared the motion passed.

There being no further business Ms. Stannard moved to adjourn the meeting at 4:59 p.m.
