2017-12-15 - Board Minutes

The Fostoria Board of Education met for a regular meeting at 4:05 p.m. on Friday, December 15, 2017 at the Fostoria/Junior High School.

The meeting was called to order by President Dr. Guernsey with the following members present: Mr. P. Grine, Mr. T. Grine, Ms. Stannard, Mr. Thompson, and Dr. Guernsey.

PUBLIC PARTICIPATION ON AGENDA ITEMS - None

MOTION NO. 17-142 EXECUTIVE SESSION
Mr. Thompson moved to go into Executive Session at 4:06 p.m. for the purpose(s) of:

• consideration of the appointment, employment, dismissal, discipline, promotion, demotion or compensation of an employee, student, or school official

Mr. T. Grine seconded the motion and on roll call the vote was: Mr. Thompson, aye; Mr. T. Grine, aye; Mr. P. Grine, aye; Ms. Stannard, aye; and Dr. Guernsey, aye. The President declared the motion passed.

At 4:27 p.m. the Board members left Executive Session. The President declared the Board back in session.

MOTION NO. 17-143 TREASURER RECOMMENDATIONS:
Ms. Stannard moved to approve the following Treasurer recommendations:

A. Approval of the minutes from the following Board of Education meetings:

(1) Work Session on November 10, 2017
(2) Regular Meeting on November 17, 2017

B. Approval of the following Financial Statements for November 2017 as submitted:

(1) Cash Reconciliation
(2) All Checks Report
(3) FINSUM (Financial Summary)
(4) General Fund Report (November)
(5) Appropriations Summary

C. Motion authorizing the Treasurer to renew membership in the Ohio School Boards Association for 2018 and to renew subscriptions to the BRIEFCASE and SCHOOL MANAGEMENT NEWS for 2018.

D. Motion to accept the donation of $25,000 from Medical Mutual.

E. Motion authorizing the Treasurer to make an additional contribution in calendar year 2018 to the health savings accounts of AFSCME and FEA employees participating in the high deductible health plan. Contribution amounts should be $732 for family plans and $288 for single plans.
F. Motion to thank, and accept, the donation to the Jack and Carolyn Markoff Endowment Award Fund from the following individuals:

(1) Nicholas and Ashleigh Wirtner
(2) Gary and Ellen Markoff

Mr. T. Grine seconded the motion and on roll call the vote was: Ms. Stannard, aye; Mr. T. Grine, aye; Mr. P. Grine, aye; Mr. Thompson, aye; and Dr. Guernsey, aye. The President declared the motion passed.

MOTION 17-144 SUPERINTENDENT RECOMMENDATIONS:
Mr. P. Grine moved to approve the following Superintendent recommendations:

MOTION NO. 17-145 HOME INSTRUCTOR
Ms. Stannard moved to approve the employment of Kathy Grine as Home Instructor for 2017-2018, to be paid at the tutor rate.

Mr. T. Grine seconded the motion and on roll call the vote was: Ms. Stannard, aye; Mr. T. Grine, aye; Mr. P. Grine, abstained, Mr. Thompson, aye; and Dr. Guernsey, aye. The President declared the motion passed.

MOTION NO. 17-146 GIFTED BROCHURE
Ms. Stannard moved to approve the Fostoria City Schools Gifted Services “Information for Parents” brochure, which includes the district’s plan for identification of and services for students how are gifted, as submitted.

Mr. T. Grine seconded the motion and on roll call the vote was: Ms. Stannard, aye; Mr. T. Grine, aye; Mr. P. Grine, aye; Mr. Thompson, aye; and Dr. Guernsey, aye. The President declared the motion passed.

MOTION NO. 17-147 JENNIFER ABELL STIPEND
Mr. P. Grine moved to approve paying Jennifer Abell a $1500 stipend for providing staff with CPI (Crisis Prevention Intervention) Training.

Mr. Thompson seconded the motion and on roll call the vote was: Mr. P. Grine, aye; Mr. Thompson, aye; Mr. T. Grine, aye; Ms. Stannard, aye; and Dr. Guernsey, aye. The President declared the motion passed.

MOTION NO. 17-148 ORGANIZATIONAL MEETING
Mr. T. Grine moved to set date/time, and nominate President Pro-Tem for January Organizational Meeting, and Regular January 2018 Board of Education Meeting:
