2018-09-17 - Board Minutes

The Fostoria Board of Education met for a regular meeting at 6:00 p.m. on Monday, September 17, 2018 at the Fostoria Junior/Senior High School.

The meeting was called to order by President Dr. Thomas Guernsey with the following members present: Mr. P. Grine, Mr. T. Grine, Mrs. Kauffman, Ms. Stannard and Dr. Guernsey.

MOTION NO. 18-122 TREASURER RECOMMENDATIONS
Mrs. Kauffman moved to approve the following Treasurer recommendations:

A. Approval of the minutes of the following Board of Education meetings:

(1) Work Session on August 23, 2018
(2) Regular Meeting on August 24, 2018

B. Approval of the following Financial Statements for August 2018 as submitted:

(1) Cash Reconciliation
(2) All Checks Report
(3) FINSUM (Financial Summary)
(4) General Fund Report (August)

C. Authorize the expenditure of $84,072 to Rush Bus Center as a result of the META solutions bid process.

D. Accept, and thank, Ashley Reinhart for her donation to Reinhart Square.

Ms. Stannard seconded the motion and on roll call the vote was: Mrs. Kauffman, aye; Ms. Stannard, aye; Mr. P. Grine, aye; Mr. T. Grine, aye; and Dr. Guernsey, aye. The President declared the motion passed.

MOTION NO. 18-123 SUPERINTENDENT RECOMMENDATIONS
Mr. P. Grine moved to approve the following Superintendent recommendations:
A. Approval of the following personnel items:
*Recommendations for employment of individual(s) is pending all required training, certification/paperwork is completed, pay per negotiated agreement.

MOTION NO. 18-124 CONSULTANT
Ms. Stannard moved to employ Mary Lou Keckler as a Consultant (as needed during the 2018-2019 school year), to be paid $14.88 hourly, per time sheet submitted.

Mrs. Kauffman seconded the motion and on roll call the vote was: Ms. Stannard, aye; Mrs. Kauffman, aye; Mr. P. Grine, aye; Mr. T. Grine, aye; and Dr. Guernsey, aye. The President declared the motion passed.

MOTION NO. 18-125 DISTRICT HOMELESS/FAMILY LIAISON
Ms. Stannard moved to pay Ali Root at $2,500 stipend for duties performed as the District Homeless/Family Liaison for the 2018-2019 school year. (Stipend to be paid from McKinney Vento grant funds.)

Mr. T. Grine seconded the motion and on roll call the vote was: Ms. Stannard, aye; Mr. T. Grine, aye; Mr. P. Grine, aye; Mrs. Kauffman, aye; and Dr. Guernsey, aye. The President declared the motion passed.

PUBLIC PARTICIPATION ON NON-AGENDA ITEMS – Families discussed enforcement of the dress code

MOTION NO. 18-126 EXECUTIVE SESSION
Mr. P. Grine moved to go into Executive Session at 6:58 p.m. for the purpose(s) of:

• consideration of the purchase of property for public purposes, or sale of property at competitive bidding, if premature disclosure of information would give an unfair competitive or bargaining advantage to a person whose personal, private interest is adverse to the general public interest

• preparing for, conducting, or reviewing negotiations or bargaining sessions with public employees concerning their compensation or other terms and conditions of employment

Mr. T. Grine seconded the motion and on roll call the vote was: Mr. P. Grine, aye; Mr. T. Grine, aye; Mrs. Kauffman, aye; Ms. Stannard, aye; and Dr. Guernsey, aye. The President declared the motion passed.

At 8:03 p.m. the Board members left Executive Session. The president declared the Board back in session.

MOTION NO. 18-127 ADJOURNMENT
There being no further business, Ms. Stannard moved to adjourn the meeting at 8:04 p.m.
